Budget talks stall, shrimping ban fails and Helene bill prevails as NC lawmakers adjourn

North Carolina lawmakers adjourned for summer vacation without approving a budget, leaving a number of big spending priorities in limbo. But the legislature did agree on a few things, sending dozens of bills to Gov. Josh Stein.
