North Carolina has been allocated $1.4 billion for Hurricane Helene relief from the U.S. Department of Housing and Urban Development. More than half of that is earmarked for single-family homes. Yet 18 months after the deadly storm ripped through the state, only 30 single-family homes have been completed through HUD-supported programs.
