Why a man who yelled racial slurs at utility workers in Raleigh won't face charges

A man was caught on camera going on a minutes-long racist rant, directed at utility workers in a Raleigh neighborhood. He even swung a shovel at them. Despite that, the man is not facing charges, and WRAL Investigates Reporter Sarah Krueger explains why.
