Where does our state budget stand?

After about a year without a state budget, North Carolina lawmakers are one step closer to delivering one before the July 1 deadline. They've agreed on some things, like possible raises for state employees and tax cuts. But what else needs to be worked out before it hits Governor Stein's desk? Will he even sign it once it does?
